A brief intro for each one of them appears below:
Hon'ble Mr. Justice S. N. Jha, Chairperson
Joined Bar in July 1969 - Elevated as the Judge of the Patna High Court in July 1990 - Appointed Chief Justice of Jammu & Kashmir High Court in January 2004 - Transferred to Rajasthan High Court as Chief Justice in October 2005 - On retirement from High Court in June 2007 appointed President, Customs, Excise & Service Tax Appellate Tribunal - Resigned and joined as Chairperson, Bihar Human Rights Commission in November 2008. He superannuated from BHRC on 3rd November, 2013.
Hon'ble Mr. Justice Bilal Nazki,
Justice Bilal Nazki was born on 18 November 1947 at Srinagar, Jammu and Kashmir, and was educated at the Aligarh Muslim University.
After graduation he joined the Bar in Srinagar and practised in various courts, while also spending some time as a lecturer of the Kashmir University. He worked as an advisor to the state government on various matters and was a member of the Delimitation Commission, which was concerned with electoral matters. Nazki was appointed Deputy Advocate-General of Jammu and Kashmir in 1986. Appointed Advocate-General in January 1992.
He became an Additional Judge in the Jammu and Kashmir High Court in January 1995 and was made a Permanent Judge in December.
In October 1997 he was transferred to the High Court of Andhra Pradesh. While based there, he twice served as Acting Chief Justice — between April and November 2005, and November 2007 to January 2008. During his time in Andhra Pradesh he held various other posts while continuing to perform his duties in court:
Nazki moved to the Bombay High Court in January 2008. He moved from Bombay to become Chief Justice of Orissa High Court on 14 November 2009.
Took over as Chairperson, Bihar Human Rights Commission on 10th March, 2014. He submitted his resignation on 2nd November, 2016.
Hon'ble Mr. Justice Rajendra Prasad, Member (BHRC)
Resident of village Shaligrami, District Begusarai (Bihar), he was born on 1st January 1944. After obtaining B.L. degree from T.N.B. Law College, Bhagalpur he joined Bihar Judicial Service (BJS) in the year 1974. As a member of BJS, held different key posts as Chief Judicial Magistrate, District and Sessions Judge and Legal Rememberancer-cum-Law Secretary, Govt. of Bihar. While serving as District and Sessions Judge, he was ex-officio Chairman, District Legal Services Authority, West Champaran (Bettiah). He, having belief in delivering real justice, had the credit of disposing more than 10,000 cases both of Civil and Criminal nature through alternative dispute resolution mechanism (Lok Adalat). Achieved his due elevation to Judge, Patna High Court in the year 2002 and during his tenure left immaculate foot-print being recognised both by Bar as well as Bench. After superannuation appointed as Member, Bihar Human Rights Commission. He superannuated from BHRC on 26th June, 2013.
Sri Neelmani, Member (BHRC)
Mr. Neelmani took over as Member, Bihar Human Rights Commission on 1st December, 2011 after superannuation from the post of D.G. Police, Bihar. An I.P.S. Officer of 1975 batch, he secured first position in B.Sc. Examination from Gorakhpur University with record marks in Mathematics (1967-69). He secured first position in M.Sc. (Physics) from B.H.U. (1969-71). Seven Research Publications in Solid State Physics including four in American Physical Review are to his credit. He worked as Lecturer in Physics at B.H.U. for one year. He secured 3rd position in I.I.T. Exam 1968, admitted in I.I.T. Kharagpur (Electronic Branch), but decided to continue B.Sc. education.
A recipient of Police Medal for Meritorious Services and Distinguished Service Medals, he served as Superintendent of Police of Vaishali, Darbhanga, Saran, Bhagalpur and Madhubani districts, worked as Range D.I.G., Saran, Shahabad and Magadh. He held all important and critical assignments in Bihar including I.G., Patna Zone, I.G. Operation, Railways, I.G./A.D.G. Hdqs., A.D.G., Vigilance Bureau and headed Bihar Police as D.G.P. from March, 2010 to 31st August, 2011 before being elevated to B.H.R.C.
Mr. Neelmani superannuated from BHRC on 30th November, 2016.

Radha Krishna, Registrar, BHRC
Radha Krishna was born on 9th July, 1955 at Patna, State of Bihar and post-graduated and did LL.B. under Patna University.
He joined the Bar on 04th October, 1978 and practiced law at Civil Court, Patna for 18 years and Patna High Court for two years only. He practiced on civil side only. He represented the Government department also.
On 28th May, 1997 joined Bihar Superior Judicial Service and in the month of June, 2006 posted as District and Session Judge, Nalanda at Biharsharif . He was posted as Member Secretary, Bihar State Legal Services Authority in Feb., 2010. He was nominated on recommendation of National Legal Services Authority for study abroad by the Justice Department, Government of India and submitted study report after interaction with Hon'ble the Chief Justice and other legal luminaries to the Government of India in respect of need for improvement in the field of Legal Services.
He superannuated on retirement on 31st July, 2015 from the Judgeship of Katihar, as District and Session Judge.
As Registrar, Bihar Human Rights Commission assumed charge on 26th August, 2015. Served BHRC till 31.03.2016. (Resigned).

Mr. Sanjeev Kumar Sinha, IAS, Secretary (BHRC)
Mr. Sanjeev Kumar Sinha is a B.Tech. (Electrical Engg.) from IIT Kanpur and MBA (Finance & IT) from Indiana University, USA. When he was DM Godda, he was offered admission into Ph.D. by Stanford University, U.S.A. He has held several important posts in Bihar including Commissioners of Munger, Darbhanga, Magadh divisions, Secretary, Education Department and Secretary, Science & Technology.
Mr. Sanjeev Kumar Sinha has analyzed and valued several deals related to origination, trade, project financing, equity investment and merger and acquisition for power, natural gas, coal, dark and lit optical fiber and bandwidth. He created tools for forward curve generation and option (including exotic, crack spread, heat rate options) valuation based on advanced financial and mathematics concepts. He quantified and valued credits risks associated with deals with other parties using simulation and Mark-To-Market (MTM) exposure. He structured third party credit products for gas transportation and power plant.
He also analyzed business processes and suggested appropriate measures for Business Process Re-engineering. Mr. Sanjeev Kumar Sinha supervised designing, development and maintenance of software applications including website, databases for various activities including e-commerce and online trading. He played key role in computerizing Treasuries and GPF Directorate of Bihar.
His paper titled - Pattern Recognition using Singular Value Decomposition - was published in the IEEE Publication - International Conference on Computers, Systems and Signal Processing.
(He served BHRC till 11.04.2017 and was transferred to BSSC, as its Chairperson.)
Md. Salim Akhtar Ansari
Joined Bihar Administrative Service in 1995. He was posted as Deputy Secretary, Bihar Human Rights Commission in December, 2013.

Praveen Vashista, IPS, I.G. (BHRC)
He was posted as I.G. (Investigation) with Bihar Human Rights Commission on 1st July, 2014.
(He served the Commission till 14th January, 2016)
